Levels:
Grand Generals - They give the orders to the Generals and other officers. Rumor has it that they have links to the Vatican.
Chief (Komui) - He is the Chief Officer, and brains of the Order, and directs the Exorcists.

Sections:
Science Section - Responsible for R&D of the Innocence, and designing Order uniforms.
Intelligence Section - In charge of the Finders, who gather information from around the world.
Medical Section - Responsible for the general health and welfare of Black Order personnel.
Signal Sections - In charge of all communications between Excorists, Finders, and the Order.
Security Section - They guard all entry points (gates, waterways, etc.) into the facility.
Diplomatic Section - They handle affairs with various contries and arrange for support and cooperation.
Logistics Sections - In charge of the day-to-day functioning of the Order, including meals, cleaning, and accounting.
